Specialized Transportation
Specialized
Transportation can be
public or private. It can be demand responsive, deviated fixed route,
or subscription service. It is "specialized", in that it is intended
for a specific customer base - for example, senior citizens, people
with disabilities, or Medicaid patients. Individuals who
qualify
for one service may or may not qualify for another based on age,
disability, or financial need. Funding by the Federal Transit
Administration (FTA) is targeted to specific groups. The service criteria
- for example, hours and locations served, nature of service
(door-to-door or cub-to-curb, etc.), eligibility constraints, etc. -
are determined by the funding/definition of the service.
Paratransit
Paratransit is just one
specific type
of Specialized Transportation, defined as a service that runs parallel
to a fixed route transit service (bus or light/rapid rail) and having
service criteria designed to provide service comparable to the fixed
route service to which it runs parallel. Paratransit is
required
by the Americans with Disabilities Act only where there is
fixed
route service. Eligibility for paratransit may be limited to those
individuals with disabilities who cannot independently access
fixed route service. Eligibility may be conditional based
on availability of accessible fixed route vehicles, or weather, or
barriers in the public right-of-way. Regardless of the type of
Specialized Transportation, the Americans with Disabilities Act, as
implemented by FTA regulations, prohibits discrimination on the basis
of disability. Mountain Metro Mobility provides
